The Annual Report highlights the theme of Moving Forward with the Community. The theme in 2014 encapsulates our continued focus to partner the community in delivering various initiatives to facilitate a vibrant and inclusive socio religious life in Singapore. It documents the progress in our efforts to achieve the goals set out in Muis’ Fourth Three Year Plan (2013 – 2015): Developing Gracious & Contributive Muslims, an Excellent & Inspiring Community as well as Dynamic Institutions. 

The report is indicative of the strong support as well as the community’s continuing involvement in realising our vision towards a Gracious Muslim Community of Excellence, that Inspires and radiates Blessings to All. This report features an editorial section highlighting events, programmes and achievements for 2014, including a set of Muis Financial Statements for 2014.

Building Our Capabilities

Building capabilities of Muis stakeholders is key in achieving our goal of developing a Gracious Muslim Community of Excellence that Inspires and Radiates blessings to all. Muis achieves this through the development, education and training of our asatizah, madrasah administrators, teachers, mosque leaders, volunteers as well as staff. They are empowered to nurture a profound and vibrant community religious life in the midst of challenging contexts of a modern and globalised world.

Strengthening Our Institutions

Significant funds and resources were made available to strengthen our key institutions that define and shape the community’s religious life. Efforts include reviewing our madrasah curriculum, constructing new mosques and upgrading existing ones as well as enriching the people and programmes offered by these institutions. In 2013, a key focus was to continue safeguarding and growing our community assets; zakat, wakaf, halal and haj management. As we forge ahead, these capabilities will need to keep up with the times and continue to be relevant with the changing landscape and requirements of a more complex community.

Partnering Our Community

In fulfilling the trust and managing our community’s religious life, Muis operates through active consultations in planning, developing and delivery of our programmes and services. The community’s feedback and inputs are necessary in ensuring that the work serves the new and ever-changing socio-religious needs of the community. As such we are working closely with the community in all facets of our work such as securing views via programme feedback, community surveys and focus group discussions. Polls are conducted for mosque planning, recruiting and training, thus ensuring involvement with the Singapore Muslim community. This same ethos can be seen in our partnership with key institutions to achieve a whole of community approach in promoting Islamic education for all.

Muis exists to further strengthen the community in enhancing and fulfilling its religious life. It seeks to develop a Muslim community that is religiously resilient and one that is inclusive, contributive to all, adaptable to the everchanging circumstances and progressive as well as global in its outlook. It does so through programmes and initiatives that seek to develop the areas that are critical for the community to thrive in a multi-religious society, secular state and a globalised world. To ensure that the programmes will indeed be beneficial, we consult our stakeholders on a regular basis.

As we have come to the end of the Third Muis 3-Year Plan in 2012, I am heartened to say that many of our key initiatives have been able to meet their targets. Throughout this period, I am also pleased to report that our Muslim community has made positive steps to embrace the Singapore Muslim Identity (SMI). In the face of challenges, the community had shown a level of composure and maturity that we could all be proud of. We made sound progress in many areas like asatizah development, mosque management, and social and youth development as well as community engagement. The findings of the Public Perception Survey of the Singapore Muslim community conducted in 2012 attest to this.
