Majlis Ugama Islam Singapura (Muis) introduced the Halal Competency Assessment (HCA) in March 2023. The HCA is mandatory for the following personnel:

Owner representative is a person who is the owner or able to act on behalf of the owner.
Muslim personnel is a person engaged by the owner representative and professes the religion of Islam in accordance with the Muslim Law.
Halal Team Leader is a management-appointed representative who heads the Halal Team and has been assessed to be competent by Muis via a competency assessment. The Halal Team Leader shall be someone who has the authority to implement the Muis Halal Certification Conditions and rectify any non-compliance immediately.
Halal Assurance Officer is a member of the Halal Team who is a Muslim and has been assessed to be competent by Muis via a competency assessment.
HALAL COMPETENCY ASSESSMENT (HCA)
HCA is an assessment to recognise individuals' Halal competency as part of the requirement for Muis Halal Certification. The HCA will replace the assessment portion of the previous Halal Foundation Programme (HFP) and current Halal Certification Training (Foundation Level). Upon passing the HCA, the individual will be awarded with a HCA certificate. The HCA certificate will only be valid for 5 years.

MANDATORY REFRESHER REQUIREMENT
To ensure continued competency of personnel, a refresher requirement is introduced for personnel to pass subsequent HCA every 5 years. This coincides with HCA certificate validity of 5 years.
In line with this, there will be a 2-stage transition period for personnel who previously attended the following Halal training certification:
i. Halal Foundation Programme (HFP) from 2011 – 2022
ii. Halal Certification Training – Foundational Level (HCT-FL) from Jan – Mar 2023
